  2. Specific and urgent needs: As a result of the current health measures, the process of in-service teacher training has come to a halt. The situation caused by Covid-19 raises big numerical gaps of teachers, students and their trainers, as well as their parents. Indeed, they have to use the new technologies to keep in touch, to give their courses and evaluations, to transmit documents,…
  3. Since 2 months, we realize that these actors do not have the adequate training adapted to their situation. The digital divide we were talking about theoretically is being felt in the current approaches by not knowing which tools to use, how to use them, how to position oneself with this technology,… In spite of good will, we notice that the approaches are rarely judicious.
  4. Educode positions itself as the partner of these actors in education to provide clear information on the possibilities of free software. By offering training courses adapted to different audiences and their needs, our goal is to bridge this digital divide for teachers, their students and trainers, and their parents who are there to improve teachers' teaching methods.
  5. Long term: the gap is so big that the work is considerable, but the education system, for the first time, realizes the interest of digital training. In addition, the first digital repository will enter the classroom in September asking teachers to integrate these practices into their teaching.

As we don’t have this, I would focus on our Steering Committee composed of people with much expertise, working for free on this project, without conflict of interest, publication of project accountability on project website, and requiring call for tenders for any subcontracting.

  2. Nicolas Pettiaux (born April 8, 1966 in Brussels) is a Belgian PhD <p>physicist. Nicolas has taught at primary, secondary and university levels for more than 30 years. He has an experience in the private sector as consultant and IT manager. He is interested in Free Culture for the benefit of society, in all its forms (Open Access, Open Street Map, Open Science…). He is known as a specialist in Free Software and Creative Commons licenses in Belgium. He leads the Belgian chapter of Creative Commons. This interest manifests itself in his work as a teacher, as well as in the conferences he organizes and promotes. Currently, he teaches computer science at the Haute-école Bruxelles-Brabant(Brussels) physics at Collège Saint-Hubert, and is a scientific collaborator at the Université libre de Bruxelles. As IT manager, Nicolas has managed budgets > 1 Mio€ / year

  6. Bernard Rentier, former rector of Université de Liège, president of the board of the WBE (Wallonie Bruxelles Enseignement, that manages 2500 schools, 25 000 teachers, 260 000 students; can provide access to the WBE network and strong support for the inclusions of its schools

Projet RELIE - Isoc - en

ISOC has launched a call for projects related to Covid19 : indeed, teachers and students have to move from traditional classroom methods to distance learning.

The timing is very short but it is possible to do something in my opinion.

Here is the information about the scholarship - be careful you have to enter a file between May 5th and May 17th!

In particular, it must be shown that the project consists of

  1. Applications that accelerate and coordinate humanitarian response
  2. Services that promote and enable distance learning for students
  3. Research and documentation on:
    1. Censorship of COVID-19 public health and safety information or
    2. The increasing use of surveillance technology in the name of public health or safety
  4. Circumvention solutions that provide access to blocked public health and safety information or directly respond to increased COVID-19-related censorship
  5. Platforms that establish new pathways to alternative livelihoods
  6. Indexes that demonstrate urban and/or rural pandemic preparedness

Content

The RELIE-ISOC project of EduCode asbl and Belgian chapter of ISOC consists in the elaboration of a “package” including :

  1. Train-the-trainer“ training courses for in-service and student teachers;
  2. The production of training videos (“how to”);
  3. A selected set of tools for teachers, parents and students, online or to be installed on all media (desktops, smartphones, tablets). The tools available online can be installed on servers that are permanently connected as well as occasionally (for isolated areas, without a good permanent Internet connection, to be updated for example by transfer to physical media). These softwares and servers are provided with documentation, help and community support as well as possible paid professional support;
  4. A “helpdesk” service for teachers but also for parents who are called upon to play an essential support role;
  5. Everything is structured around interconnected communities of local actors to promote support and training by peers in close proximity with all the contributions and mutual support that remote partners, remote communities connected to each other by the web, allow. This is the only solution to overcome the lack of local trainers and teachers. Foster self-reliance at all scales, from local and individual to global and multiple, supporting this through mutual aid and solidarity on a large scale.
  6. All this is multilingual and easily translated by communities aided by technology-assisted online translation tools. The software is immediately available in a very large number of languages, as are many educational resources. Community as well as professional teams that can be called upon exist in many, many countries.

The set consists exclusively of free software and Open Educational Resources already available in a very large number of languages, supported and created by existing communities with which Educode and its partners are in close contact. (ex: French and English in France, Belgium, Quebec, DRC, USA, UK; Spanish in Argentina; Dutch in Belgium).

It is a partnership between EduCode asbl and the Belgian chapter of the Internet Society, whose main financial beneficiary will be Educode, with an expected grant of USD 500,000. Through these structures that carry the project, many partners in many countries will be able to benefit directly from the content and materials that will enable them to deploy the solutions locally.

Numerous associations and schools in Belgium, France, Switzerland, Quebec, Argentina, Democratic Republic of Congo, Nigeria and Côte d'Ivoire have already expressed their interest and are just waiting to start deploying and organizing local support, initially on a voluntary basis.

Budget

It is necessary to establish a budget, and define good KPIs such as the number of schools, teachers and students.

The set can be reused by all countries, immediately by the French, English and Spanish speaking countries of Africa, South America and all the others of course with the language adaptations that Educode and Isoc-be will support.

The project is also linked to actors who propose health management solutions and responses to the treatment and prevention of pandemics such as the projects Orthanc (server) and GN U Health and the structures that support them https://osimis.io and GN U Solidario.

Deliverables

The projects aim to provide

  1. multilingual, subtitled, short video sequences (usually 5 to 10 minutes, but possibly longer), which are scripted for use in a wide variety of learning situations. These sequences will, for example, meet all the educational needs of teachers, students and the general population. Their content should cover a very wide range of topics from how to wash hands, how to protect oneself and others, to how to teach physics, and how to teach any kind of subjects.

Context

The covd19 pandemic shows the need for teachers, school principals and parents to be trained in distance learning methods using digital technology, to have adequate tools with professional support, both for pedagogical and technical aspects, and software and content to ensure pedagogical continuity in the best possible conditions.

In Belgium, the regional policy statements (DPR)(Standards ouverts et logiciels libres en Belgique - Région_wallonne) and Community policy statements (DPC)(Standards ouverts et logiciels libres en Belgique - Communauté française) of July 2019 explicitly mention support for free software to be encouraged in public administrations and schools. This will ensure permanent support for the future as well as regular use in many schools in French-speaking Belgium.

Of course, as the tools, communities and SMEs capable of providing support exist in all regions of the country, as well as abroad, adoption by all can be done without any legal (copyright) or financial (software and content are all free once their creation has been financed) barriers.

Objectives

  1. Supporting the school and the families in facing the challenges of digital technology: conferences, courses, workshops, face-to-face or distance learning, to develop the use of computers in the classroom and teach teachers to adopt digital technology in order to master it. Educode and its partners want to offer the same services to all those who want to learn.
  2. To offer training, workshops and professional support for groups of 1 to 20 people by videoconference (or face-to-face) in highly interactive and participatory mode (educodeSchool), or in conference mode broadcast with text interaction (chat) (educodeTV), on all subjects related to digital in school: distance learning methods, but also tools and software both on servers, workstations and smartphones. Example: programming, robotics, photo development, mathematics… Of course, interactions are also possible by telephone in regions where Internet networks are not yet deployed. In these cases, Educode and its partners seek to support local communities to install networks that are connectable to the Internet, resilient, and that depend only on local resources and not on governments or private actors.

As mentioned above, one of the major specificities of the solutions and training offered is that they are based solely on free and open source software (FLOSS), most of them cross-platform (Windows, MacOS, GnuLinux, android, ios), gratis, provided with modifiable and redistributable source code. They can therefore be perpetually used without restriction, by all publics. They are carefully chosen to be the best in their functions and to be developed and maintained by large active communities. This applies to software on servers as well as smartphones and desktops. The developed contents, courses, videos …, once funded, will be made available under the CC-BY-SA license which has made Wikipedia successful, encourages collaborative extensions and prevents exclusive reappropriation.

Other formulation

Online school that offers courses to teach teachers how to teach online with digital, and courses on topics such as: digital photo development, robotics, scratch programming, python, microbit programming and project management with raspberryPi, mathematics, physics … These are primarily courses for teachers, but all audiences are welcome. All the software that will be used and highlighted are of professional quality and are free (we of course respect 100% copyright).

Keys to success

The project will last 1 year, from July 1, 2020 to June 30, 2021.

The keys to success are

  1. the satisfaction of the trained teachers and the communities concerned
  2. the reappropriation of methods, tools and contents by them in their respective classes and environments
  3. their contributions as adaptations and developments of the proposed contents
  4. the participation of trainees as new trainers and active contributors
